随着世界经济全球化、市场一体化的发展,为适应人民生活水平的提高,满足工业原料市场和畜牧业生产的需求,中国小杂粮的生产也呈现出发展的趋势。近几年来,山西省政府把小杂粮作为优势作物来抓,实施小杂粮战略,调整种植业产业结构,这就需要有针对性地发展具备比较优势的小杂粮,使之实现规模化、产业化经营,这对改善农民生活增加农民收入有着十分重要的意义。

本研究主要以比较优势和竞争优势理论为依据,运用市场占有率和综合比较优势指数法对山西省小杂粮的竞争优势进行了分析,并对山西省所辖各地市的主要小杂粮作物比较优势的变动趋势进行实证分析。

本文以比较优势理论和竞争优势理论为依据。比较优势理论主要介绍了关于地区经济发展的比较利益理论的认识过程,从“亚当·斯密的绝对利益”——“李嘉图的比较成本学说”——“资源禀赋学说”这样一个不断发展和完善的过程。竞争优势理论主要以美国哈佛大学商学院教授迈克尔·波特(Michel Portor)的国际竞争力理论为代表。

在文章的实证研究部分,本文以山西省及所辖各地市的小杂粮作物(谷子、糜子、绿豆、黑豆、红小豆、芸豆、扁豆、豌豆、苦荞、荞麦、大麦、燕麦、马铃薯、甘薯、高粱、特用玉米)为研究对象,测定和分析了山西省主要小杂粮作物的国内市场占有率、规模优势指数、效率优势指数、综合优势指数、单产以及小杂粮作物的营养成分含量,并与全国其他的主产区进行了比较;并对山西省各地市小杂粮作物的规模优势、效率优势及综合优势进行了测定和分析。研究表明山西省具有竞争优势的小杂粮作物分别是谷子、高梁和燕麦,同时得出山西省主要小杂粮作物的优势产区和各地区的优势产品组合。

结果显示,山西省具有优势的小杂粮作物是谷子、高粱和燕麦,而山西省各地市的优势小杂粮作物又存在着差异。最后本研究就如何提高山西省小杂粮产业竞争优势提出了小杂粮调整方向及“做大,做强,做优”的政策指向。

As the development of the world economic globalization and the market economic integration, in order to adapt to people’s improving living standard and satisfy the market of industrial raw material and the production of stock raising stockbreeding, the Minor Grain Crops of our country has a trend of growing. In recent years, Shanxi government take advantage of the Minor grain,  also implement the stratagem tactic of it , adjust the industrial structure of crop production, which needs developing pertinently the miscellaneous cereals of advantage and make the scale and management of the industrialization. This will have great effect on the farmers’ improving living conditions and the farmers’ increasing income.

Based on comparative advantage and competitive advantage theory, the method of occupation rate of market and Aggregated Advantage Indices will be used to analyze the comparative advantage of the Minor grain crops in Shanxi and competitive advantage of the Minor Grain Crops in Shanxi and each region.

This paper will take the comparative advantage theory and the competitive advantage theory as base. The comparative advantage theory mainly introduces the district economic development and the cognitive process of this theory. ----from “Adam Smith’s absolute profit” to “Li Jiatu’s doctrine of the comparative costs” and then to “resources gift theory”, which is a constantly development and improvement process. The competitive theory is represented by Professor Michile Porter in the Haward’s Commercial College Iin the USA.

In the demonstration section of the paper, aiming at the main Minor Grain Crops(Foxtail millet,Corn millet, Mung bean, Black soybean, Red bean, Kidney bean, Haricot bean, Cowpea, Common buckwheat, Buckwheat, Barley, Oats, Potato, Sweet potato, Sorghum, Corn)  in Shanxi and every city of Shanxi, and some research has been done, including determining and analyzing occupation rate of market,scale advantage, efficiency advantage and aggregated advantage index, per unit area yield and the nutrition composition contents of the main Minor grain crops in Shanxi and comparing with other main producing regions of the whole country;determining and analyzing scale advantage, efficiency advantage and aggregated advantage index of main contents in Shanxi and it’s each region. The research shows that some Minor grain crops in Shanxi own advantage, they are Foxtail millet, Oats and Sorghum. Meanwhile, the main Minor grain crops regions owning advantage and combination of advantage Minor grain crops in each region in Shanxi have been gained.

In the last section of the paper, Some conclusions have been obtained that competitive Minor Grain Crops in Shanxi have Foxtail millet, Sorghum, Oats. The adjustment direction and policy directing (make large, make strong, make good) were made to raise competitive advantage of Minor Grain Crops industry’s in Shanxi.
